July Race Nom Fee Structure Changes

With growing stakes purses the maximum nom fee for stakes is increasing to 60 starting in July along with the other below changes.

Overnights
----------
Nom fee = purse / 6.5
Initial race 6 horse minimum
Payout: 60/20/16/4

If the race does not fill one of the below alternate races will be offered

5 horse minimum
Purse reduced by 1 nom fee
Payout: 60/22/18

4 horse minimum
Purse reduced by 2 nom fees
Payout: 60/22/18

Stakes
------
Nom fee = purse / 7.0
Nom fee cap: 60
5 horse minimum for race to draw
Payout 60/20/16/4
