12/31/2016 - Here are a few more details of what we are looking at in regards to the track level class factor mentioned below. It seems there are a few misconceptions. It will not be meant to impact horses racing at their correct levels. For instance, at an early age a horse may be no more than a low level class horse but have the potential to grow into a high level class horse later. If it is being raced at the low level track when it is a low level horse its future development will not be impacted. It will still be able to grow into the high level class horse later. We will be releasing more details when we get a little closer. The objective is not to limit horse development on horses properly racing at the lower levels. It is to prevent or discourage sandbagging.
